VARA Launches New Regulations for Cryptocurrency Derivatives Trading in Dubai

This framework reflects the effort to expand Dubai's cryptocurrency regulatory scope from spot trading to high-risk product categories.

Dubai Virtual Assets Regulatory Authority (VARA) released a formal regulatory framework for cryptocurrency exchange-traded derivatives, outlining how licensed virtual asset service providers can offer products within the emirate. These rules appear in the VARA Trading Services Rules Manual version 2.1, published on Tuesday.

This framework covers client suitability requirements, leverage and margin controls, asset segregation, disclosure standards, and the authority of regulators to intervene during market disruptions. VARA states that these rules apply to all licensed VASP providing exchange services in Dubai, bringing a more structured approach to a segment that previously operated under less formal conditions.

VARA General Counsel Ruben Bombardi said that derivatives represent a natural evolution of the virtual assets market but 'require higher governance standards.' This framework reflects the effort to expand Dubai's cryptocurrency regulatory scope from spot trading to high-risk product categories.

Retail investors may be allowed access to exchange-traded derivatives, but they must undergo suitability assessments including experience, financial status, and risk tolerance. The retail leverage cap is 5:1, requiring at least 20% initial margin. This cap is much lower than the leverage levels on some offshore crypto derivatives platforms, which have historically offered significantly higher multiples on certain contracts.

VARA spokespeople confirmed that the regulator retains the power to suspend products, require position closures, raise margin requirements, and implement other controls during periods of stress or disorderly trading. In emergencies, VARA can take action without prior notice to limit market disruptions. The formal rules manual builds on early regulatory experiments in the UAE. In 2024, cryptocurrency exchange OKX offered derivatives only to qualified and institutional investors meeting strict eligibility thresholds. In July 2025, OKX launched a retail pilot under the VARA framework, allowing up to 5x leverage on futures, options, and perpetual contracts. The new rules manual standardizes these conditions for all licensed companies and makes them enforceable.

Dubai's move to formally establish derivatives trading rules positions the emirate as one of the few jurisdictions with a clear crypto derivatives retail framework and margin controls aimed at limiting systemic risks.
